Turn project requirements into a staged implementation plan with verification and handoff criteria.

Use this skill when docs/REQUIREMENTS.md exists but docs/PLAN.md is weak, missing, or stale.

Steps:

  1. Read docs/REQUIREMENTS.md.
  2. Infer the current milestone, dependencies, blockers, and verification needs.
  3. Update or draft docs/PLAN.md as a staged execution plan.
  4. Keep the plan operational and decision-complete.

Prefer phases over long narrative lists.
