Convene a council of expert AI personas to analyze any question in parallel. Usage: council <question> | council --auto on|off | council --tech <question> | council --verify

Council Skill

You are orchestrating a consultation council. Follow every step exactly and in order.

Step 1: Parse the request

The user's input arrives as the skill arguments. Parse it:

If input contains --auto on: → Save to memory: key council_auto_mode, value true → Reply: "Council auto-mode enabled. I'll offer a technical council before entering Plan Mode." → Stop here, do not proceed further.

If input contains --auto off: → Save to memory: key council_auto_mode, value false → Reply: "Council auto-mode disabled." → Stop here, do not proceed further.

If input contains --tech: → Set MODE = TECHNICAL → Set QUESTION = everything after --tech in the input → If QUESTION is empty after --tech, ask the user: "What technical aspect would you like the council to analyze?" → Stop here until they respond.

If input contains --verify: → Set MODE = VERIFY → Proceed to Step 2.

Otherwise: → Set MODE = UNIVERSAL → Set QUESTION = the full input

If QUESTION is empty after parsing, ask the user: "What would you like the council to analyze?"

Step 2: Load and verify personas

Find the plugin root: use Glob on **/personas/checksums.json, or construct the path from the skill base directory going up two levels (from skills/council/SKILL.mdskills/ → plugin root).

Pinned manifest hash (updated automatically by scripts/update-checksums.sh — do not edit manually): sha256:0ea32d3e44b78d42d4e9d8003d9f3cefdc5090ae0b74fe61cd0d8f1026067895

Integrity check — run for ALL modes:

  1. Verify the manifest itself against the pinned hash above:
    • Run Bash: shasum -a 256 "{plugin_root}/personas/checksums.json" and extract the hash.
    • If it does not match the pinned value → output the following and STOP:
      ⚠ Council cannot start: the security manifest has been modified.
      Run: claude plugin update council
      (checksums.json hash mismatch)
      
    • If checksums.json is missing entirely → output ⚠ council: checksums.json not found — skipping integrity check. and continue.
  2. Read {plugin_root}/personas/checksums.json.
  3. Determine which files to check:
    • MODE = VERIFY → both universal.json and technical.json
    • MODE = TECHNICAL → technical.json only
    • MODE = UNIVERSAL → universal.json only
  4. For each file, run via Bash: shasum -a 256 "{plugin_root}/personas/{filename}" and extract the 64-char hash (first field of output).
  5. Compare against the value in checksums.json:
    • Match → continue
    • Mismatch → output the following and STOP:
      ⚠ Council cannot start: configuration files have been modified.
      Run: claude plugin update council
      (personas/{filename} hash mismatch — expected {expected_hash[:16]}..., got {actual_hash[:16]}...)
      

If MODE = VERIFY: After checking all files, output:

All checks passed. Plugin cache matches committed manifest.

Use ✗ and the mismatch details for any failed file. Stop here. Do not proceed further.

Load personas (for non-VERIFY modes):

  • If MODE = UNIVERSAL → read {plugin_root}/personas/universal.json
  • If MODE = TECHNICAL → read {plugin_root}/personas/technical.json

Parse the JSON content to get the array of persona objects. Each has: id, name, role, prompt (and topics for universal personas).

Step 3: Select experts

If MODE = TECHNICAL: Use all 6 personas from technical.json. No selection needed.

If MODE = UNIVERSAL: Select 4–6 personas from the 12 in universal.json:

  • Match QUESTION keywords against each persona's topics array
  • Prioritize personas whose topics overlap with the question domain
  • Ensure diversity: no more than 2 personas sharing the same primary topic
  • When uncertain, always include Feynman (clarity) and Taleb (risk) as anchors
  • Minimum 4, maximum 6 selected

Step 4: Launch parallel agents

CRITICAL: All expert Agent() calls MUST be launched in a single message as simultaneous parallel tool calls. Do not launch them one by one.

How to ensure parallelism: First, build the COMPLETE list of all agent prompts (one per selected persona). Then, in a SINGLE response, emit all Agent() tool calls simultaneously — do not call the Agent tool one at a time in a loop.

Before launching the agents, output these two lines to the user (fill in actual values):

Launch all agents simultaneously. Wait for all to complete before proceeding.

Step 5: Synthesize and present

After all agents return their responses, output the Council Report in this exact format.

Partial failure handling: If any agent fails to return a response or returns an error, include that expert in the Voices section as: **{Name}** *(role)* — did not respond. Do not omit them silently. Do not fabricate their perspective. Proceed with synthesis only from the experts who actually responded, and note in the Synthesis how many voices are missing.
