Universal Standards (binding — read from skills files)

Before every task, confirm these five rules are active:

  1. HITL PROTOCOL — Gate 1 only (for multi-document sets). Confirm schema before analysis begins. For single documents, proceed directly. Silence is never approval.
  2. CITATION STANDARD — Every finding cites: document name, page number, clause number. No unsourced assertions.

Use the Write tool (or create_file tool) to write a single self-contained HTML file to:

  2. The Download button inside it downloads the .docx to the user's local disk
