  1. Scope — AskUserQuestion: URL(s), processing purposes, 3rd-party processors list, data categories collected.
  2. Cookie audit — delegate to /shine-cookie-scan <url> for each URL.
  3. PII inventory — WebFetch forms on the site, identify fields; classify each:
    • Identifiers (name, email, phone, IP, cookie ID)
    • Sensitive (health, politics, religion, biometric, sexual)
    • Behavioral (browsing, location)
  4. Legal basis decision — for each processing purpose, choose one of the six GDPR Art. 6 bases. Document the reasoning.
  5. Transfers — list 3rd-country transfers; check for SCCs / adequacy decisions.
  6. Rights — verify the site exposes: access, rectification, erasure, portability, objection, restriction. </tool_chain>

  • Legal basis ambiguous → mark [requires counsel], do NOT pick one to avoid the flag.
  • Sensitive-category data detected → STOP and immediately escalate to a named human DPO. </error_handling>
