These are the purest mapping problems — everything is built, nothing is activated. These get a special flag because they represent the paper's core finding: the bottleneck is discovery, not capability.

"90th Percentile" Opportunities (Revenue = 5)

The paper found gains are largest at the top. These opportunities could be transformative. Flag them even if ease is low — they may be worth the investment.

"Capital Killers" (Capital Reduction >= 4)
